The PPE Gender Gap: Why Safety Gear Still Doesn't Fit Women
Walk onto almost any construction site, factory floor, or hospital unit, and you'll see the same scene: rows of hard hats, gloves, and coveralls, all built to one basic template. That template was drawn from the body of an average man. For the growing number of women working in trades, manufacturing, healthcare, and emergency services, that means showing up to a hazardous job every day wearing equipment that was never designed for them in the first place.
This is the PPE gender gap, and despite decades of awareness campaigns, it's still putting women at measurable risk.
What Is the PPE Gender Gap?
The gender bias in PPE refers to the mismatch between personal protective equipment sizing and design, and the bodies of the women who are required to wear it. It shows up in oversized gloves that make it hard to grip tools, coveralls that bunch up around machinery, harnesses that don't sit correctly on a woman's frame, and safety glasses that slide down a smaller nose bridge.
The problem is more structural than just a lack of effort from individual employers. Most PPE standards and sizing charts were built decades ago using data modeled on a "reference man," a mid-20th-century engineering shorthand for the average adult male worker.
Women's bodies, on average, differ in height, shoulder width, hip-to-waist ratio, hand size, and torso length. When gear is simply scaled down from a men's medium to a women's small, it doesn't correct for those differences. It just shrinks the wrong shape.
Why PPE Doesn't Fit Women: The Numbers Tell the Story
Multiple recent studies point to the same conclusion from different angles:
- A 2023–2024 survey of 1,500 PPE wearers by the Women's Engineering Society found that 60% of men reported comfortable, well-fitting PPE, compared to just 26% of women.
- An informal 2022 survey of 175 tradeswomen by CPWR (the Center for Construction Research and Training) found that 88% had trouble finding PPE that fit, and 77% said that had actually exposed them to a workplace hazard as a result.
- A J.J. Keller Center for Market Insights survey of 100 women found that 84 had struggled to find properly fitting PPE, and more than half said ill-fitting gear affected how safe they felt on the job.
- A large-scale Canadian study of nearly 3,000 women who use PPE at work found that more than 80% experienced at least one fit-related problem, and roughly 40% reported an injury or incident connected to their equipment.
- One global report estimated that 70% of women in the workforce lack access to properly fitting PPE.
Different surveys, different countries, same pattern. Whether the number is one in four or eight in ten, the direction of the PPE gender gap is consistent, and it hasn't closed much since the Women's Engineering Society ran a nearly identical survey back in 2009.
Where the Gender Bias in PPE Comes From
Gender bias is inherited. A few forces keep the problem in place:
Design defaults built around men. Historically, hazardous trades and heavy industry were overwhelmingly male, so the tools, sizing blocks, and safety standards used to engineer PPE were calibrated to male anthropometric data. As women have entered these fields in larger numbers (women now make up roughly 30% of the manufacturing workforce and close to 12% of construction workers in the U.S.), the equipment hasn't caught up.
"Unisex" as a stand-in for "men's." A lot of PPE marketed as unisex is really just men's sizing with a smaller option tacked on. That doesn't account for differences in shoulder slope, chest shape, or leg length. It just moves the same pattern down a size.
No accommodation for changing bodies. The PPE gender gap widens further during pregnancy. One survey found that 61% of pregnant women in physically demanding jobs had not been given PPE that let them work safely. There's similarly little sizing guidance for bodily changes related to menopause, medical devices like stomas, or limb differences.
Silence when problems are reported. Several surveys note that when women flagged fit issues to supervisors, it often didn't lead to a fix. Without a feedback loop, sizing gaps just get passed down to the next hire.
The Real-World Risk of Ill-Fitting PPE
Ill-fitting protective equipment isn't a comfort issue, but a safety failure. Some of the most commonly reported problems include:
- Gloves that don't grip. Oversized gloves reduce dexterity, making it harder to safely handle tools, materials, or controls.
- Coveralls and vests that catch. Loose-fitting garments can snag on rotating machinery or assembly-line equipment. That is one of the more serious hazards cited in safety research.
- Harnesses and life jackets that don't sit correctly. Fall-protection and water-safety gear designed for a male torso can shift out of position on a woman's body, undermining the entire purpose of the equipment.
- Boots and trousers that force risky workarounds. When trousers run too long, workers sometimes tuck them into boots. This is a fix that can compromise waterproofing and increase exposure to hazards the gear was supposed to prevent.
- Respirators and masks that don't seal. A mask or set of goggles that's too large for a smaller face won't create an effective seal, reducing protection against airborne hazards or contaminants. This is a risk that became impossible to ignore during the COVID-19 pandemic, when most frontline healthcare workers were women wearing PPE fitted for someone else's face.
In the most extreme cases, the consequences go beyond near-misses. Safety researchers have documented incidents where oversized gear directly slowed emergency response, including a case where a worker had to be physically carried out of a building during a fire because her PPE hindered her movement.
What's Changing, Slowly?
There are signs of progress, even if they're arriving later than they should:
- In the U.S., OSHA finalized a rule in December 2024, effective January 13, 2025, that explicitly requires PPE in the construction industry to "properly fit" each employee, language that brings construction in line with standards already used in general industry. It doesn't spell out exact sizing benchmarks, but it gives regulators a clearer hook to challenge one-size-fits-most gear.
- Advocacy groups like the Women's Engineering Society are pushing manufacturers and policymakers to build sizing data specifically from women's bodies, rather than adjusting men's patterns after the fact.

The data is consistent, and the stakes are concrete: ill-fitting gear doesn't just feel wrong but it fails at the one job it has, which is protecting the person wearing it.
